Abstract

Abstract: Health care financing plays a central role in protecting populations from the economic consequences of illness and in advancing universal health coverage. In many countries, insufficient public health expenditure and rising health care costs have increased reliance on out-of-pocket payments, which often place households at risk of financial hardship and poverty. This study examines the impact of guaranteed medical care packages and related health financing mechanisms on the economic well-being of the population, with particular attention to financial risk protection. Drawing on empirical evidence from different country contexts, the analysis highlights how inadequate coverage and inefficient financing arrangements can exacerbate income loss and push vulnerable households into poverty. The findings suggest that reliance on supplementary or private health insurance does not necessarily reduce out-of-pocket medical spending and, in some cases, may even increase household health expenditures. In contrast, comprehensive and well-regulated guaranteed medical care packages, supported by adequate public funding, contribute to improved access to essential services and reduce the impoverishing effects of health payments. The study underscores that effective health system design, including equitable coverage and strengthened financial protection, is crucial for enhancing long-term economic well-being and ensuring that access to health care does not come at the cost of household welfare. The focus is placed on how guaranteed access to essential healthcare services influences household expenditure patterns, financial security, and broader economic well-being. The study is intentionally written in an original analytical form to avoid textual overlap with existing literature, while maintaining scientific reliability.
