JAHON SAVDO TASHKILOTINING DAVLAT XARIDLARI BO'YICHA YO'RIQNOMASI: O'ZBEKISTON KONTEKSTIDA

Abstract

Annotatsiya: Ushbu maqola Jahon Savdo Tashkilotining (JST) Davlat Xaridlari bo‘yicha Yo‘riqnomalari (GPA) va ularning O‘zbekiston kontekstidagi ahamiyatiga bag‘ishlangan. Maqolada JSTning global savdo tizimidagi roli, davlat xaridlari tizimi va GPA bitimining asosiy tamoyillari batafsil tahlil qilingan. Shu bilan birga, O‘zbekistonning davlat xaridlari tizimidagi islohotlar va bu tizimning JSTning xalqaro talablariga moslashtirilishi jarayoni ko‘rib chiqiladi. O‘zbekistonning davlat xaridlari tizimi shaffoflik, raqobat va samarali boshqaruv tamoyillariga asoslangan bo‘lib, so‘nggi yillarda davlat xaridlari portalining joriy etilishi va raqobatbardosh mexanizmlar yaratish orqali sezilarli islohotlar amalga oshirilgan. Maqola, shuningdek, O‘zbekistonning JSTga a’zo bo‘lishi va GPA bitimiga qo‘shilishi orqali mamlakatning xalqaro savdo tizimiga integratsiyalashuvi, shaffoflikni oshirish va investitsiyalarni jalb qilish imkoniyatlarini ko‘rib chiqadi. Xulosa qilib aytganda, O‘zbekistonning davlat xaridlari tizimi JSTning yuqori standartlariga moslashtirilishi, iqtisodiy o‘sishni rag‘batlantirish, xalqaro bozorlarda yangi imkoniyatlar yaratish va adolatli, shaffof muhitni ta’minlashda muhim rol o‘ynaydi.

Аннотация: Данная статья посвящена Руководящим принципам Всемирной торговой организации (ВТО) по государственным закупкам (GPA) и их значению в контексте Узбекистана. В статье подробно анализируется роль ВТО в глобальной торговой системе, система государственных закупок и основные принципы соглашения GPA. Также рассматриваются реформы в системе государственных закупок Узбекистана и процесс её адаптации к международным требованиям ВТО. Система государственных закупок Узбекистана основана на принципах прозрачности, конкуренции и эффективного управления; в последние годы были реализованы значительные реформы благодаря внедрению портала государственных закупок и созданию конкурентных механизмов. Кроме того, статья рассматривает возможности интеграции Узбекистана в международную торговую систему через вступление в ВТО и присоединение к соглашению GPA, что способствует повышению прозрачности и привлечению инвестиций. В заключение отмечается, что адаптация системы государственных закупок Узбекистана к высоким стандартам ВТО играет важную роль в стимулировании экономического роста, создании новых возможностей на международных рынках и обеспечении справедливой и прозрачной среды.

Abstract: This article is dedicated to the World Trade Organization’s (WTO) Government Procurement Agreement (GPA) and its significance in the context of Uzbekistan. The article provides a detailed analysis of the WTO’s role in the global trading system, the public procurement system, and the key principles of the GPA agreement. In addition, it examines the reforms in Uzbekistan’s public procurement system and the process of aligning this system with the international requirements of the WTO. Uzbekistan’s public procurement system is based on the principles of transparency, competition, and effective management; in recent years, significant reforms have been implemented through the introduction of the public procurement portal and the creation of competitive mechanisms. The article also explores the opportunities for Uzbekistan’s integration into the international trading system through accession to the WTO and joining the GPA agreement, which would enhance transparency and attract investment. In conclusion, the adaptation of Uzbekistan’s public procurement system to the high standards of the WTO plays an important role in stimulating economic growth, creating new opportunities in international markets, and ensuring a fair and transparent environment.
