Abstract

This paper examines the growing intersection between information warfare and modern diplomacy in the context of globalization, digital transformation, and geopolitical competition. Contemporary international relations are increasingly shaped not only by military and economic power but also by information control, narrative construction, and digital influence. Information warfare has become a strategic tool used by states and non-state actors to influence public perception, weaken adversaries, and achieve political objectives without direct military confrontation. The study explores the theoretical foundations of information warfare, including propaganda, disinformation, cyber operations, and psychological influence. It further analyzes how modern diplomacy has evolved into a multidimensional system involving traditional negotiation, public diplomacy, and digital communication strategies. Special attention is given to real-world cases, including the Russia-Ukraine War, where information campaigns have significantly influenced international opinion and diplomatic behavior. The paper concludes that future diplomacy will depend heavily on information management, media literacy, and strategic communication capabilities.
