ВОДНАЯ ПОЛИТИКА В ЦЕНТРАЛЬНОЙ АЗИИ: ГЕОПОЛИТИЧЕСКАЯ КОНКУРЕНЦИЯ, ВОДНАЯ БЕЗОПАСНОСТЬ И ПРОБЛЕМЫ РЕГИОНАЛЬНОГО СОТРУДНИЧЕСТВА

Аннотация: В данной статье всесторонне анализируются вопросы распределения и управления водными ресурсами в Центральной Азии в их геополитическом, экологическом и правовом измерениях. Структурные проблемы, унаследованные от советского периода, а также конкурентная водная политика государств, обретших независимость после 1991 года, создали в регионе условия хронического водного кризиса. Процесс высыхания Аральского моря, напряженность вокруг рек Амударья и Сырдарья, а также политика Таджикистана и Кыргызстана по строительству крупных плотин являются основными индикаторами этого кризиса. В статье оцениваются существующие рамки международного водного права, обсуждается неэффективность механизмов регионального сотрудничества и предлагаются рекомендации по устойчивому управлению водными ресурсами.
